I would have tipped the driver if the estimated total was correct

I ordered some items from the cannabis dispensary in town the other day.

I ordered around 4pm in the day, so the cannabis dispensary had a reasonable amount of time to get the Monday delivery driver to my apartment before the cannabis dispensary closed at 9! The director of the cannabis dispensary stops sending delivery orders at approximately 7:30.

This basically ensures that all orders will be delivered before the shop ends up closing for the day. When I placed my order for cannabis items, I took a quick look at my watch plus the time was 4:20. I did not hear anything from the shop until almost 7:15, however at that time, the dispensary director told me that it was basically going to be close to 9 by the time the driver arrived with the cannabis order. I truly did not mind waiting, plus I knew they were going to be busy because there was a big sale on that day. Everything in the cannabis shop was 40% off. When the driver finally got to the residence, the total for my order was $25 higher than I anticipated. The budtender offered me the total for my order plus I was amazed that it was higher. I honestly tried to call the store, however didn’t get an answer. I paid the total amount of cash owed to the delivery driver, although I did not have any money left over to supply the guy a tip. The guy was severely disgruntled plus irritated when I offered him the exact amount for the order. There is no law that says I must provide a tip for the driver, so I don’t know why the guy was giving me crap. I contacted the dispensary director the next day so I could learn why the delivery order totals were different.
